1LRIT Guideline
The Long-Range Identification and Tracking (LRIT) regulation will apply to the following ship types engaged on international voyages:
- All passenger ships including high speed craft
- Cargo ships, including high speed craft of 300 gross tonnage and above
- Mobile offshore drilling units.
All vessels of 300 gross tonnage and above on international voyage will need to be compliant with LRIT regulations (SOLAS V, MSC 81th, May 06)
From “9.11” incident, security is becoming the main issue of international politics. Under the America propose, IMO pass theand bring forward the AIS equipment. However, the AIS system is limited by the communication distance and only coastal ships be tracked. Although the ship report system is global coverage, the tracking precision could be affected by manual programming. In order to solve the long-range tracking problem, the USA and other countries propose to build up LRIT. In December 2002, MSC 76th passes the SOLAS amendment and brings International Ship Security Code into SOLAS in the IMO Diplomatic Conference on maritimesecurity. In May 2006, IMO and MSC pass the SOLAS 1974 amendment and enhance the relative contents of force the LRIT system.
The terminal must be capable of being configured to transmit the following minimum information set in an Automatic Position Report (APR):
- The identity of the ship
- The position of the ship (longitude and latitude)
- The date and time of the position (UTC)
3LRIT Shipborne equipment performance test
According to the SOLAS V/19-1 regulation, Long-Range Identification and Tracking (LRIT) is forced from 1st January 2008 and compliance date of 31 December 2008.
According to the document MSC.1/Circ.1257, the shipborne equipment must be tested and certified by an authorized testing ASP appointed by your flag. Authorised Testing ASPs will also, on behalf of the Flag, be able to issue Conformance Test Reports (Test Certificates) for terminals that pass the test. In China, China Transportation & Telecommunication Centre is authorized Testing ASP by China Maritime Safety Administration and is providing this website service to support Ship Operators and their flags in meeting their IMO obligations with regard to IMO Resolution MSC.202(81) which establishes the SOLAS V/19-1 Long-Range Identification and Tracking regulation which came into force on January 1st, 2008 with a compliance date of 31 December 2008.
China Transportation & Telecommunication Centre operate the shipborne equipment performance test which including: shipborne equipment register, satellite communication manage, conformance test report, certificate. The test starts from October 2008.
